Whats up with air breathers? Do they have any real significance hp wise??

i have a question to add on to Darnell's question. #1: Are air breathers a universal part? Can I just go into any auto parts store and pick one up and put it on my car? and 2# Where exactly does the air breather go? I've seen pics of it before on an ion but it was a while ago and I can't remeber exactly where it goes. Thanks.
