I have a Red Cobalt LS 4 dr, basically I'm just trying to find out different ways to up my speed any way i can, starting out as cheep as i can go, then i'll go from there after i can do all i can do going cheap. I've heard chips are useless. Thinking about a Cold Air Intake or Typhoon Short ram. Any suggestion, need help not to good all of this.

Yep, they are. No matter what ANYONE tells you it is impossable to chip a Cobalt.
Intake, exhaust, and engine mounts are the usual starting points for most people. I personally started my cav with a K&N intake and poly engine mounts. Then i bagged and supercharged it.

i've looked into the K&N Intakes but i've also compared to others is there realy a difference
On J-bodies(cavys and sunfires) a $10 ebay intake with a K&N filter works just as well as a Typhoon or AEM. Also on Js there is no difference in gains between WAI or CAI. Im not certain on Cobalts.
My set-up now is just a K&N cone filter slapped on the TB, but i'll probably move it to the CAI location(in the fender behind the bumper) for clearance issues.

then why is there such a big price difference
it ranges from 250 to 280
thats stupid.....
i added you to AIM. im going to do what you said, i just need to know exactly what to get.
I'm also going to do the engine mounts
and the exhaust is a little expensive so..
Im almost never on AIM anymore....
You have to pay to play. My exhaust set-up is probably gonna run near $1200, but it will be worth every penny.
