Is there any Performance chip and/or programmer for a 2005 Pontiac Sunfire?

You can't chip your OBDII Computer.
If you're looking for something adjust your computer settings, only thing right now is HP Tuners (www.hptuners.com).

hptuners allows full controll and programing of the computer I mean everything

nelson preformance will also do it you fill out the custom order form i think that they might be cheaper then hptuners!!!!
