i have a 07 cobalt 2.2L and i wanna know if i can take the stock turbo off an ss and put it onto my 2.2L? and would it be safe to do so with the stock internals? any help would be appreciated thanks

I would say no. I don't even think the 2.2L will spin the thing if it come off an 8cyl.
